This is more relevant to your Karl Popper note. If you read, closed society for unipolar, it looks as though Putin was thinking of Popper in the first part of this speech.

Oh, and did you get the allusion to Britain?

Amongst other messages I read in that speech is Putin saying 'My country and countries like my country are getting more prosperous and have absolutely no interest in going to war. It's the heavily-armed countries on the financial slide that everyone has to worry about.'

Methinks Mr Putin is trying to get an anti-PNAC thing going on his side of the world

And why do I get the impression, whatever their other vices, that leaders like Putin or even Ahmadinejad are more intelligent, more literate and more nuanced than anyone we in the UK and US end up with?
